Promote a run into a new environment

Requires the runs:promote permission.

Creates a new draft environment seeded from the run's lineage, so you can install on top and re-seal.

An access token from this zone's POST /oauth/token, or a session token from POST /api/v1/auth/login. Send it as Authorization: Bearer <token>.
